With the inclusion in the urban development promotion programme "Active town and district centres", the municipality of Bad Laer received the basic approval of an urban development subsidy from the state of Lower Saxony, in order to meet the revealed need for redesign and modernisation in the town centre. However, the usual funding rate of 66% (two thirds) for this federal-state programme was not granted in Lower Saxony in 2010. Municipalities that agreed to take over the state share of 33% (one third) of the eligible costs themselves were, however, able to take advantage of the federal financial assistance of 33% (one third). Due to the need for redevelopment and the hoped-for effects for the village, the municipality adhered to its goal of redeveloping the village centre despite the considerable additional burdens resulting from this decision. Opportunities also opened up for the citizens. In the course of the construction measures adjacent to their property they were able to take advantage of the opportunity and carry out the upcoming renovations and modernizations at a lower cost. On the one hand, they were able to take advantage of subsidies, and on the other hand, they were able to claim higher tax rates for their investments.
